New Delhi: A foreigner does not become entitled to Indian citizenship merely because he has been living here before the constitution was adopted. It is necessary that he have explicit intentions of living here for good. An Intention to reside forever in a country where one has taken up residence is an essential constituent element for thee existence of domicile In that country, the supreme court has said while dismissing petitions by three foreigners who had sought the court’s Indulgence to secure Indian citizenship as they had been living here for decades. One of the petitioners, Louis De Ready, possessing a Belgian passport with a British visa, came to India in 1937 In pursuit of ‘missionary work”. (DV Sept. 16 p.6). Two others – B.E. Getter and his wife, S.J. Getter – arrived in 1948 for the same purpose. The couple has American passports. All the three have been ordered to be deported because the government has refused an extension of their stay. (Times of India Sept. 2).
