New Delhi: Over 10,000 Dalits from all over India assembled at Ramlila Ground, New Delhi, in a mega rally held on Dec. 10 to press Govt. of India to provide reservation in private sector, judiciary, armed forces, enact reservation bill and fill up the backlog vacancies of SC/ST employment. Christians took part in the rally and supported the demands of Dalits.
All-India Confederation of SC/ST Organisations president Udit Raj said that the UPA Govt had done nothing significant to uplift Dalits so far. Why the Reservation Act had not been passed even after the Standing Committee headed by E.M. S. Nachiyappan had submitted its report to parliament in 20057 The PM admitted that 53,000 posts had been filled but this was nothing considering the number of backlog posts. On reservation in the private sector under pressure from the govt. and the Federation, the committee appointed by the Cll under the chairmanship of J.J. Irani made recommendations to provide education and training to Dalits. So far nothing has been done in this regard. Out of a total of 610 judges, only 20 are Dalits.

Palestinian and Israeli delegations went to Annapolis without having agreed on a final document. But come the first hours of the venue, they declared they would be willing to re-start final status negotiations and have an agreement before 2008 – just when American President George W. No shake hands: What is disturbing is that there was
not even a mention of the issue of borders, return of refugees, Jerusalem and statehood. How will that be achieved is anybody’s guess. Perhaps agreement is not the purpose; the Israelis would follow Henry Kissinger’s dictum that you “talk everyone to death”. After all the ‘peace process’ has dragged on since the Madrid peace conference in 1991. The Israelis and the Americans preferred not to discuss these issues at Annapolis but make it a dazzling show of Olmert-Abbas handshakes and hugs. This left many wondering: are these people sworn enemies? It was actually a display meant for the 40-odd countries, NGOs and international organizations that attended; most of those support the cause of Palestinian liberation.
The Israelis-including Foreign Minister Tipsi Livni and Defense Minister Ehud Barak-where seen mingling with Arab League’s Secretary-General Amr Mousa and the 17 representatives of Arab countries that attended the conference. The Saudi Foreign Minister Saud Al Faisal also attended although he made it clear he would not shake hands with the Israelis. But this is of little consequence; the fact remains that the Arab presence in Annapolis is a de facto recognition of Israel, her existence and her presence on the Middle East map. Perhaps that was the sole purpose of the conference.
Golan Heights: Annapolis has shown, and is showing that everyone came and everyone can go home happy. The Israeli have made a commitment to talk, although Olmert will still have to face the music when he gets back to Israel, Abbas will tell his supporters, they are back on track of negotiations from now on while the Arabs can go home feeling what they achieved is a another beginning of a negotiated settlement.
As far as the Syrian and Lebanese tracks are concerned, well they just may have to wait another day with at least the message being delivered that Syria and Israel will have to talk to each other sooner or latter. The end of the Golan Height occupation was a carrot dangled by the Americans for the Syrians to attend.

Phani Kumar, who is involved in the Brahmi Agraharam”

Setback on education front
New Delhi: Tall claims of India’s position as a “Knowledge Economy has actually dipped when compared to China, thanks to budgetary reduction and unspent balances in education.
While China’s Knowledge Economy Index (KEI) progressed from 2.86 in 1995 to 3.80 at present, India’s KEI dipped from 2.75 to 2/72.
The KEI, the World Bank says, is the average of the performance scores of a country in all the knowledge economy pillars including education, innovation and information infrastructure.
While the UPA Govt, has declined to ensure Right to Education by asking the states to formulate their own laws, Central support for education has gone down by around 6% points to Rs. 16,026 crore, from Rs. 17,128 crore in the current financial year.
Besides reduced allocation, unspent balances have also caused concern.
Funds not spent: The Parliamentary Standing Committee on Human Resources Development said that out of a total Rs. 78,329.17 lakhs as General Development Plan Grant to the University Grant Commission, only Rs. 68,205.41 lakh was released to the Central universities during the 10th Plan period. Only Rs 43,992.62 lakh could be spent leaving a balance of Rs. 24,212.79 lakh.
Performance of other universities or colleges in the states was equally poor.
The position in respect of the deemed universities was also not very encouraging. Out of Rs. 8655.02 lakh for 26 universities, only Rs. 4,800.17 lakh was utilised.
At the moment, public spending on higher education per student in India stands at US$400 (Rs. 18,000).
India Shining
27% children out of school
New Delhi: India, Nigeria and Pakistan account for 27% of the world’s out-of-school children. As for adult literacy, less than 60% of the total adult population in South and West Asia India, Bangladesh and Pakistan can read and write with understanding. This was revealed in UNESCO’s Education for All Global Monitoring Report-2007 released on Thursday. The report paints a poor picture of the manner in which the goal of total literacy is being taken up by various countries including India.

India at the bottom
New Delhi: There’s grim news for Indian children in UNESCO’s just released Global Monitoring Report. Evaluating 127 countries in all, the report places India in the bottom rung of 15 countries with a low “Education for All” development index. Moreover, India’s ranking in the fight against illiteracy has slipped from 100 last year to 105 now. A standard response to this crisis is to call for increasing public expenditures on education. That may be fine, but it’s no longer enough. Initiatives like the Sarva Shiksha Abhiyan have, of late, pumped more funds into education, without corresponding outcomes. Surveys show that teacher absenteeism in govt. schools ranges from 20 to 57% in different states even when they earn thrice or more than private sector teachers.

Govt. fail in human needs
New Delhi: Finance Minister P. Chidambaram has done some introspection and plain-speaking at the India Economic Summit 2007. He expressed his concern that the govt. failed to deliver on vital human needs. like education, health and irrigation. Of course, the list is endless and can include housing, nutrition, medicine, food and fuel. It is high time that the government went into a retreat and figured out why a one trillion dollar economy cannot give more than 50 crores of its citizens the very basic needs. He quoted World Bank statistics that over half of India’s 1.1 billion population lives on less than 52 a day. This means that more than 50-crore people live on less than Rs. 60 per day.

After decades of research the US Govt. conclusion concerning defense against biological agents is that there is no defense against them, a virus can be quickly and inexpensively “tweaked” so that all known vaccines are rendered ineffective, meaning that vaccine manufacturers would have to start all over from the beginning, which is quite time-consuming and expensive, thus there really is no point if you get my meaning.

- Mathew Meselson, a professor of molecular biology at Harvard and American notable in the area of chemical and biological warfare, reinforces the fact that the US Govt. has extensively researched and developed biological weapons in the past. Meselson described an American facility, north of Terre Haute, Indiana, built in 1944 that would have produced 500,000 four-pound anthrax bombs monthly once in full operation. His notable achievements in the field of biological weapons research include being part of teams that proved the accidental release of anthrax at a Soviet facility in 1979, disproved charges of biological warfare in Laos and Cambodia in the late 1970s, and Meselson was a driving force behind popularizing the Chemical Weapons Convention in 1994 (Academy of Arts and Sciences, 1999).
A Congressional Office of Technology Assessment (OTA) study conducted in 1993 ascertained that one hundred kilograms, or a mere 220 pounds of anthrax could under optimal conditions, kill as many as 3 million residents of Washington DC.
- Where would one acquire anthrax if so inspired? Prior to the recent terrorist attack associated with the anthrax letters sent to Daschle and various media figures, one could actually order it from labs across the country. It was in this manner that a man named Larry Wayne Harris, associated with fringe elements in the political arena, acquired both plague samples and anthrax samples. He was dismissed as a threat by the government when this fact was exposed, because it was said that the strains he obtained weren’t exceedingly virulent (Osterholm & Schwartz, 2000).
- The Federal Government admitted in a study conducted in the 1960s, that biological warfare scientists concluded that an, “Attack with disease was possible, indeed terrifyingly simple”. They further concluded that the US was, “Highly Vulnerable, to a germ warfare attack (Harris, 1982).
Nearly 40 years later, little has changed. The govt. is still unprepared to meet the challenges associated with a biological attack. In 1960 “the head of the Army Chemical Corp warned congress that a potential enemy could perhaps kill or perhaps seriously disable 30% of the American population by mounting a biological warfare attack with ten aircraft” (Hersh, 1968, Pp. 68).
- The US Govt. should be exceedingly familiar with many scenarios involving biological agents, and possible consequences, perhaps more so than any other nation in the world. The US Govt. has sanctioned the exposure of its own population to various, allegedly benign, bacterial agents including serratia marcens, and bacillus subtilus. In the end these agents weren’t entirely benign, and caused the deaths of American citizens submitted involuntarily to experiments conducted without their consent or knowledge (Cole, 1988).
As recently as 1996 the integrity and honesty of the US Govt. was called into question concerning American soldiers that had developed symptoms during the Gulf War that could not be explained. Patrick Eddington, a one-time CIA analyst, allegedly was fired by the agency for claiming it was covering up the fact that the Iraqis had actually used chemical weapons on US soldiers during the war.
Anthrax through currency note: One of the more frightening scenarios encountered in the research of this thesis was if anthrax could be passed through currency. Everyone is now familiar with the fact that it traveled rather nicely inside envelopes. On the issue of whether or not anthrax can be carried on currency, there is a great deal of contention among different sources.
Possibly the most significant aspect of this entire article devoted to money is not the revelation that bacteria can survive on currency, but that cocaine hydrochloride was known to cross-contaminate currency at the counting-sorting machines used in banks and at the Federal Reserve as early as 1997.
