Bangalore: B.G. Varghese, a former Editor in Chief of the Indian Express and a Syrian Christian from Kerala, has written an article in the Indian Express pleading for universal primary education.
The Constitution of India under the Directive Principles (Article 45) has provided for free, compulsory and universal primary education. And the Constitution came into force in 1951 and today it is 1992 – 41 years are over. And even 10% of the goal is not achieved.
The ruling upper castes, incharge of implementing this particular constitutional provision, successfully sabotaged the whole programme. But the same upper castes went on recklessly expanding university and other elite educational institutions like IITs and IIMs, medical colleges and whole lot of specialised institutions spending lavishly on them Why?
The urban-based upper castes deliberately neglected the primary education but intentionally expanded higher education because their children are studying there. The primary education, on the other hand, is meant for the village-dwelling “lower castes”- SC/ST/ BCs. And if these “fellows” get educated they won’t work as servants and slaves of Aryan/upper castes/ Hindus. That is what they say.
The answer is clear and simple. B.G. Varghese as a Syrian Christian belongs to this ruling class and knows why his jatwals sabotaged the Constitution and yet why he is shedding crocodile tears?
He says: There have been committees galore on reforming education. Each one has made some useful recommendations. The latest in the list is the Central Advisory Board of Education Committee on Policy headed by Mr. Janaradhan Reddy. Three cheers for all these committees. Now for the action – on universalising primary education and getting rid of child labour in the bargain. Do this and SC/STs will everywhere rise to the top and enter the Presidential market too, imparting lustre to an achieving India. (Indian Express. July 22).
He knows who sabotaged the Constitution and why. And yet why he writes this?
He writes it to get name and fame and deceive the SC/ ST/BCs/non-Aryans.
