Our fears are coming true. The Mandal Commission Report on the Backward Classes (DV – May 16) is thrown to wastepaper basket and the Ruling Class is in no mood to pick it up. And if the Mandal Report fate is sealed nobody else is to be blamed except the Other Backward Classes (OBCs), its very beneficiaries, themselves. The report is kicked from one dustbin to the other. The Cabinet appointed a Secretary’s Committee which submitted its report and this is now dumped into a Cabinet Sub-Committee. The Hindu genius is when it does’nt like a thing, appoint a committee Killing by delaying. Justice delayed is justice denied. This is what is happening to such a beautiful, scientific Mandal Report which got unanimous support of all MPs when it was debated in Parliament on Aug. 19. But the Prime Minister herself is opposed to the Mandal Report. And she is speaking on behalf of 10% of India’s Ruling Class which will throw her out if she doesn’t throw out the Mandal Report.
What makes us conclude that the Mandal fate is sealed is the election fever that has gripped the country. The moment this fever begins everybody in India stops thinking, let alone working. All energy is concentrated on this one single object. The Govt. machinery comes to standstill. Guessing game begins. The Press begins its favorite sport of speculating and its readers take pleasure in gobbling columns and columns of shit produced by the Press. Politics in India is a very entertaining sport. And the Press publishes what the public nourishes shit. The whole thing is meaningless in India. The Ruling Class has destroyed our very brains. The Prime Minister is busy back at her favorite game of discovering a “foreign hand” behind every violence. Indians are such weak lings that any “foreign hand” can push them around. So the Khalistan, tribal unrest, are all engineered by a “foreign hand”. Pakistan and “Muslim agents” are training Sikh militants in Kashmir and Pakistan ! Hindus are too happy to hear all this propaganda. Because the beef tallow issue has rattled her and the RSS- sponsored cross-country chariot tour to spark off anti-minority violence has added to her worries, she has to manufacture a suitable cock and bull story to take the wind out of the sails of the RSS So the only thing that can save her is to scare the people of a foreign aggression, accusing Pakistan. That is what she is now doing. And our spineless Opposition parties, urchins before this master strategist, are made to dance to her tunes. When the Ruling Class and its running dogs are busy with beef tallow, “foreign aggression”‘, Ganga water, which fool will think of Mandal Report ?
Scoundrels rule a society where its intellectuals are corrupt. This is our position today. People get the Govt. it deserves.
The Ruling Class knows the exact weakness of the OBCs. It knows full wel! that the OBCs are not aware that they are backward and hence poor and suffering. No doubt, the OBCs are only occasionally angry with Brahmins but they love Brahminism more. Nay, they are the watch dogs of Brahminism. And the Ruling Class always wins as long as OBCs guard Brahminism. The problem of India is its oppressed classes are cultivating the very values of its oppressors. This is what we often call as the “Slaves in India enjoying their slavery”.
We tried our best to impress this to the OBC leaders and their all India organisation headed by Brahm Prakash. The weakness of this organisation is it is packed with politicians of Opposition parties. What is the aim of a politician in India ? The only aim is to come to power. As these Opposition parties are not in power they make use of the Mandal Report to beat Mrs. Gandhi’s party. Some among them made use of this to jump into the ruling party. Some others are waiting. We had expressed this (DV May 16) and our fears have come true. That means the National Union of Backward Classes (Address : 8-F, Vandana Bldg ., Tolstoy Marg, New Delhi -110 001) can never be effective. The problem of the OBCs is not political but cultural and social. The Mandal Commission has made this clear in its report, The poverty of India is not so much due to economic reasons as due to social and cultural reasons. The OBCs like the Untouchables, tribals, minorities are today suffering not because of their poverty but due to caste and religious discrimination imposed by Hindu religion. Over 85% of India’s 800 million population is the victim of Brahminism. But do the OBCs know this ? Go to the office of any OBC community, like the Yadavas (cow-rearing caste of Aryan Sex God Krishna), you will find any number of portraits of gods. OBCs are more fanatically Hindu than the Brahmins They are greater defenders of Brahminism than Brahmins. Go to any Hindu temple, only a handful of Brahmins control it but all the temple work is faithfully done by scores of shudras these OBCs. The shudras are a servant class and they serve the Brahmins loyally.
In fact, the RSS gets its muscle power to kill Muslims, Christians and Dalits mainly from OBCs. In all communal and caste clashes, OBCs are used. They are the villains. If Brahminism is the philosophy that is responsible for the sufferings of the Muslims, Christians and Untouchables, it is the OBCs who enforce this philosophy that is responsible for the sufferings of over 85% of the Indian population. This is so all over India. The latest wave of mass conversions of Untouchables to Islam in Ramdan dt. (Tamil Nadu) was caused by the OBC atrocities on them. While the OBCs are being used to kill the Dalits and minorities, OBCs are no better. In many places they are poorer than Dalits. They are as much victims of Brahminism as others. But they are totally ignorant of this fact. This is because the OBCs have not identified their Enemy. They think Dalits, Muslims and Christians are their Enemy. Can we find bigger idiots than OBCs ? And the Ruling Class knows that OBCs are damn idiots. How to make the OBC leadership understand this is our main worry. This major weakness in the OBCs has led to serious repercussions. Their false caste pride that they are touchables (Hindus) and the Dalits are Untouchables, and hence superior to the latter, has brought about are unending strife in the countryside. It is a caily warfare in every Indian village. To them Untouchables are a greater Enemy han their real exploiters. They hate Dalits more than their real exploiters. And since OBCs are the people who kick, kill, burn and rape the Dalits, naturally the Dalits are angry with the OBCs and not with the brain behind this violence. The leg kicks because the brain has ordered the leg to kick. The leg cannot think and, therefore, it can’t be blamed. The brain is more dangerous than the leg. But the poor, uneducated and culturally deprived Dalits cannot make out this subtle difference between the leg and the brain. The Dalits are angry with the leg and want to cut the leg. The dog hit by a stone does not chase and bite the stone but the person who has thrown the stone. The dog has better brains but the Hindu religion has made its followers brainless. Hence this eternal hostility between the Dalits and OBCs and this unending rivalry is very useful to the high caste Hindus led by Brahmins who will go on telling the Dalits that they are being attacked not by them but the OBCs and on other tell the OBCs that because of the reservations given to Dalits (SC/STs) they are made to suffer in Govt. services. The Oppressed Employees Unions that have sprung up all over India are intended to make OBCs fight the Dalits. So the Brahmins and other high castes keep these two suffering sections divided & rule the country. Every office, every village is today a battlefield. What a great misfortune ! So much so what is going on in India is a fight between the poor and the deprived. Where do we find the poor fighting the rich ? The “class struggle” theory of Marx is . no where in evidence. We are sorry that a noted non-Hindu sociologist like Andre Beteille is not able to see this Hindu game of keeping the poor divided. Otherwise, he would not have argued against reservations to OBCs. Besides this essential weakness in OBC movement, it is suffering from another handicap. It is leaderless. Dalits have a leader in Dr. B. R. Ambedkar and his philosophy of Ambedkarism. But OBCs have none. Dalits, at least the conscious lot of them, have realised that they are the victims of Brahminism. But not so the OBCs. Because of this lack of leadership and ideology to guide them, they are between the devil and the deep sea. That is why we have said : “The problem of India is the problem of its vast backward classes. Not only the OBCs are creating all our problems, they are a problem unto themselves.” (DV May. 16). Tamil Nadu Dalits have criticised our support to Mandal Report. Some are angry for our support to Dravida Kazagham of Periyar E. V. Ramaswamy. They say DK is a backward class organisation. It is these OBCs who are the main oppressors of Dalits in TN. At the Madurai conference of the Dalit Panthers, the target of attack was two OBC castes, Thévars and Nadars, whose atrocities on Dalits led to their latest mass conversions to Islam Dalits are furious with OBCs which is the back- none of DK. They say Veeramani, general secretary of the DK, does not invite any TN Dalit leader to DK conferences but only outsiders like Ram Vilas Paswan, MP, or Basavalingappa from Karnataka. Veeramani does not convene Dalit conferences nor does he support Dalit interests, they say.
Such a caste contradiction is a speciality of TN because that is the only State where the OBC and Dalit movements are strongest. But Dalits are supporting OBC movement all over India. , Ram Vilas Paswan. a top Dalit leader from Bihar, has taken the leading part in the agitation in Manda! Report. The Dalit Panthers headed by Prof. Arun Kamble has passed
resolutions demanding implementation of the Mandal Report. So also BAMCEF headed by Kanshi Ram. Karnataka Dalit Action Committee has already supported the OBCs All over India, Dalits have supported the OBCs and the Mandal Report because they know that the Enemy of the OBCs and Dalits happen to be the same. But it is the OBCs who are not . supporting Dalits and minorities. And once the OBCs get reservation they will be forced to join hands with Dalits and minorities as the upper caste opposition will increase against the OBCs as well. Such a unity of Dalits and OBCs will alone help “caste struggle” to graduate into “class struggle””.
While the Dalits are wise enough to realise at least this much, the OBCs are foolish not to understand this simple fact. And as a long as OBCs don’t support Dalits and minorities they will not get the Mandal Report. The Ruling Class will play the Dalits against the OBCs and the OBCs against the Dalits and continue to rule. This is what is called the Hindu game of divide and rule. This is how the Ruling Class got the courage to throw the Mandal Report to the dustbin. The only way the OBC leaders can save the situation is by making Mandal Report an election issue. Now that all the Opposition parties, except the high caste Hindu- controlled Marxist Communist party (CPM), have demanded implementation : of the Mandal Report, all of them can jointly force Mandal Report as their main election plank, asking the voters to reject the Congress Party and punish it for the treatment given to the Mandal Report. All the Opposition parties can issue a common appeal that when they come to power the first thing they will do is to implement the Mandal Report. They can also politicise the Mandal Report and start an agitation.
But will these Opposition parties do it? We doubt this because in Hindu India every party including the Communist parties, are led by Hindus. The Communist parties are formed in India to prevent any communist takeover of India. That means Mandal Report has no hope. The OBCs have no guts to start a virulent agitation. Nor have they any leadership or an ideology. Besides, they are in love with the very values of their oppressors. And unfortunately, these OBCs constitute such a large chunk over 50% of the Hindu society. That is why we say the problem of India is the problem of the backward classes. How to solve this contradiction should engage our immediate attention.
