Upper castes forging SC/ST certificates  

New Delhi: During the torrid two-and-a half-month protest over the Mandal issues the authorities had urged Prof. Upendra Baxi to close the Delhi University. However, he (Vice-Chancellor) had declined believing that the university was the only place where democracy could flourish. However, the same class of people who had protested against the Mandal Commission had forged and bought SC/ST certificates to gain admission. “Rights become resources for certain classes”, Prof Baxi said on Jan.25. (Statesman, Jan.28).
