The People’s Union for Civil Liberties was formed by the late Jayaprakash Narayan during the Emergency, in October 1976. It was inaugurated by Acharya J. B. Kripalani at a conference held in New Delhi. Initially, it was not a membership organization. It was transformed into a membership organization at an All-India Civil Liberties Conference held in New Delhi on November 22-23, 1980. The Conference adopted the Constitution of the PUCL, Those who subscribe to the aims and objects of the PUCL and agree to abide by its rules and regulations are cordially invited to join the organization and become its members.
