If you excuse me, I would say it a thoughtless, jumbled up collection of confused ideas, without any purpose. He does not have clear target audience, any definite aim or any certain prescription. He is utterly confused what he wants. Some times he seems to refer to situation in Maharashtra and some times he seems to think of the destitutes of the world over. Some times he seems to talk of Dalits, some times of Ambedkarites and some times of Bahujans. Some times he laments that we are failures, ostensibly referring to political power, and some times he declares political power is no power. Some times he tries to find solution in thoughts of dignitaries like Darwin etc. but and very next moment, he thinks the thoughts of dignitaries like Dr. Ambedkar ete. should not be considered. He has audacity to declare: “Are we so pathetic that we have to resort to some doctrine for answers? Yes Sir. You cannot ignore Dr. Ambedkar. Sometimes it appears that he is instigating Dalits for armed struggle but has no guts to declare it openly. Armed struggle was tried in India by Kashmiris, Khalistanis, Northeast groups, Jharkhand, Andhra, Orissa Naxals. All these groups are much stronger, more powerful and more resourceful than the Dalits. Even then they did not succeed, what of the Dalits? Nobody should advocate armed struggle. He has confused ideas about revolution. Even Karl Marx, referring to situation in England, had observed that there could be a bloodless revolution. Dr. Ambedkar and later his disciple Kanshi Ram have successfully proved that such revolutions could be possible. It is true that the revolution effected by Mayawati is limited to one. single province. The reason for that, as expressed by V. D. Chandanshive (DV Feb. 16, 2010, p. 20) is the “rivalry phobia” of Mayawati As I have observed earlier, no one can become PM without first getting CMs support. Jagtap thinks there are many gods, worshipped by followers of Dr. Ambedkar. This is false, at least in Maharashtra. Only the Harijans worship multiple gods, Dalits do not. Unfortunate people dying in Kalubai Temple tragedy are Harijans, not Dalits. If Babasaheb had been born in more luxurious conditions, his thoughts would have been different, Jagtap says. He forgets that even when Dr. Ambedkar was in a position to get whatever he wanted for himself, he thought of his poor followers and not of himself. In “Shyam Hotel Tea Party Meeting”, during days of conversion, which I had the honor of attending, Dr. Ambedkar declared, he has achieved everything for himself, nothing more to get. except may be the post of Prime Minister. But he was lamenting for his followers. Jagtap says Justice is the language of weak. It is true. But that is how the diplomatic wording is constructed. He says unless near threat situation is created for Brahmins, there could be no increase in numbers of followers. He forgets that dead Dr. Ambedkar is more threatening to Brahmins than a live Dr. Ambedkar. He says there are Ambedkarites, who think one should not want to have more assets that money can buy. I never met any one who did not want money. If there was one, that must be a saintly person. On the contrary, I find Ambedkarites selling themselves to get position, power and property. What would you call Ramdas Athawale acting as Man Friday of Sharad Pawar and Gawal running the party to help Congress to become a Governor? Jagtap is right that moral and power cannot always go together. But then, what about Mayawati? She is ruling on danke ki chot without jeopardizing morals. Why not take her as model? There is no real equality in the external world is true. But for the purposes of governance the principle of equality has to be adopted as explained by Babasaheb long back in 1936. Jagtap laments that (Jat) Sikhs forgot contribution of our Editor VTR. Very true. It is more lamentable that the Jat Sikhs have marginalized the Dalit Sikhs. It is unfortunate that great dignitaries like Tarlochan Singh (DV March 1, 2010, p.20), while claiming that Sikh Light Infantry is total Dalits, have to resort to trickery by hiding the fact that in Sikh Regiment no Dalit Sikh is admitted. However, it is commendable that the Dalit Sikhs followed the advice of VTR and formed their own religious organization. Jagtap thinks E-paper and TV channel would be helpful. Very well! Who is stopping him? But let us remember, it is not the means but the men that makes the ‘media’. Don’t we see the work of VTR for about 30 years fighting without means?

Dhanapal V., Madras: You are the first great man I have ever met. It was a nice experience to meet you in Madras on Feb.2. (I forgot to bring my camera and so lost a good opportunity to have a photo with you). That day I first came to know about Periyar Thidal, with bookstall, library and public hall. I brought some books and some more books in front of the hall (including Who Killed Karkare?) on Feb.6. I attended an event (two sessions) organised by Dalit Murasu. This was the first time I attended any event related to social justice. All these days, I have been reading those books to know more about the issues involved in our domain. No need to say, I read DV issue of this period also. My “letters” had appeared twice in DV of this period. One of the books I bought was an old issue of Dalit Murasu containing the whole book of Annihilation of Caste by Dr. Ambedkar. I read the book Caste in India: Their Mechanism, Genesis & Development, also by Dr. Ambedkar. The quality of the Dr. Ambedkar books are simply breathtaking. All these readings have. enriched me more. My mind is working more, thinking of what to do and write and preparing for the eventual field work.
Sukanta Mondal, L-4/2-Sarat Pally, Medinipur PO, Paschim Medinipur dt.-721 101: In the last one and half years Lalgarh and Jangalmahal have become familiar to most of India. But still there are something unknown to DV readers. Southern or western portions of three districts of WB (West Medinipur, Bankura and Purulia) have some natural similarity with the Chhotonagpur plateau that spreads well across the middle of India. Undulating terrain of a bout 20 blocks of the three districts 50 years ago was covered under deep forests. But today dwindling forests have been marginalized to only some blocios. Infrastructural developments in the area is very low. Against this backdrop Lalgarh came to prominence with the blast of a land mine behind the convoy of Chief Minister Buddhadev Bhattacharya on Nov.2, 2008. The govt. accused the Tribals and Maoists for the blast and started torturing them from Nov 4 However the state govt. is silent on how mine could be placed there with about half kilometer of wire lying open on paddy field for hours together and where there was no forest within one km radius and directly under the nose of strict police patrol on the road for about a week prior to the incident. There are enough evidences to suspect that it was pre-planned by the CPM Govt. But the CPM and the central UPA Govt. had the compulsion to accuse the Tribals for the blast. Why the compulsion. From last quarter of 2006, land grabbing programme for Jindal Steel at Salboni for about 5,000 acres was on. Bengal’s atmosphere right from the middle of 2006 to almost middle of 2008 was charged with high decibel uproar for industrialization. And as a result hundreds of acres of land in different parts of the state were looted by the state govt. and other industrial houses. The media, the central and LF Govts. were advocating that for development of the country, employment generation we have to switch over from agriculture to industry and SEZ is the best solution. As for Salboni, the CM announced that Jindals would set up India’ largest steel plant there. Even amidst tremendous resistance of the people at Singur and Nandigram against land grabbing or plans to do so, the govt. was silently performing the task at Salboni. The people of Medinipur by swallowing the govt’s publicity, were not very unnaturally dreaming of having a big steel plant and transformation of the poor-dry area into a busy industrial belt. Lands of Salboni being mostly vested-barren or single-crop and tribal or low caste people illiterate and poor, resistance against land acquisition for Jindal was almost nil there. After totally driven out of Nandigram and also in October 2008 from Singur, the WB Govt. was trying to come out of the utter darkness and before Lok Sabha 2009 to project themselves as harbingers of industrial developments. So even when nothing of industrial infrastructure was built up at Salboni (till now there is no structure) on Nov.2, 2008 the CM along with over half a dozen central and state ministers came to unveil the JSW Steel Plant. But unveiling of a small skeleton structure was not enough for the CM because by then it has become clear that Jindal and the govt. have some dubious plans for setting up a SEZ there and not a normal steel plant. Even more than that the CPM Govt. has no such earnest intention that there would be any kind of industry or small SEZ except underhand dealings and siphoning of crores of rupees into party fund from public exchequer and companies. For serving many purposes at the same time the CPM was in search of some convincing excuse and weapon. The UPA Govt. (past and present) also having some common agenda later on joined hands with them. First, it is already stated that the CPM (the Manuwadi marxists) had never any real intention to develop the under-developed districts with industry or other infrastructure. But they have to show to the hungry and unemployed voters that they are all for development. So they started mine blast incident. Pointing at the blast they started roaring: “Look we are planning to develop the state and the backward areas but the unruly opposition and Maoists are against all our good activities. Following the blast the police started torturing the poor tribals from the very next day even at a distance of 35 kms from the blast site. The low caste people of all the adjoining areas of the three districts formed Peoples’ Committee against police atrocities and demanded that the then SP of West Medinipur had to beg pardon before them for undue atrocities. But the arrogant state administration continued to kill them allowing the situation to deteriorate till Lok Sabha election in May 2009. Police boycott was continuing in 4- blocks for more than six months and taking that opportunity the Maoists entered through the back-door and started mobilizing their plans. The rein of resistance movement of the low caste people gradually went over to the Maoists and joint police operation began from June 18, 2009. The joint paramilitary operation has been going on for the last more than nine months and the latest phase is nicknamed as “Operation Green Hunt spreading across the borders of Orissa, Jharkhand and Bihar. Secondly, during Nandigram movement in 2007 the peoples resistance was showing signs of a newer kind of political alliance in the state but effectively that was checked by the Brahminical media in favour of TMC. Here in Lalgarh and Jangalmahal the tribals and backward class people started agitating against the frauds and torture of the CPM/LF. Social and political polarization along caste line was gaining ground. But that is fully against the interests of CPM or LF (polished Brahminical forces under the control of 3 upper castes Brahmin, Kayasth and Baidyas). To dismiss that kind of political movement or uprising the CPM Govt. deployed para military forces there. To crush the undernourished people all kinds of tortures have been going on. The third ground for prolonged para-military operation is in the interest of both CPM and Central UPA Govt. It has got no doubt link with the all-out war against Maoists in the whole of middle India. Selling of mineral rich areas to several industrialists, setting up of SEZ in number of places all these are being resisted by the local tribal people and Maoists. For smooth and hazardless operation of selling out the country the tribals and the Maoists are to be crushed. The fourth game plan is that of CPM only. In the last Lok Sabha elections of 2009 the LF lost in about 195 seats out of total 294 seats-that is, even if that trend goes on till 2011 Assembly election, they will lose the 35-year- old empire. Unparalleled in the history of post- independent Indian politics for totalitarian rule, corruption breeding, cruelty, frauds, upper caste hegemony these communists of Bengal even after sucking and pauperizing the state for marathon 35 years are not in a mood to get out of the Writers Buildings. They are manouvering all kinds of possibilities (howsoever inhuman that be) to manage at least 150 seats (clear majority is 148) for them. And if that fails the second option of capturing at least 120-125 seats is there with channel open for alliance with Congress with around 40 seats. There are so many Congress leaders in Bengal who feel always attracted to CPM. But for the pressure of the people and Congress high command they avoid hobnobbing with CPM. Even if the TMC and Congress alliance win majority in 2011 election-the prolonged cohabitation of Cong. leaders with CPM may break down the tie-up in post election scenario. By keeping the paramilitary forces (fully under the control of state police) till at least 2011 election the CPM is planning to capture about 13-15 seats in the Jangalmahal. Under security of paramilitary forces the CPM harmads (armed goondas-who ironically are all damn poor SC or Muslims) have been torturing and terrorizing the voters in the region. Another 15- 20 seats on the fringe area of Jangalmahal, the CPM is expecting with reign of harmads under emasculated state administration. So all these may make up their tally to around 120-130 (if not 150) and rest may be fulfilled by the Congress. And if they are able to muddle the Congress-TMC pre-election alliance, their hardship will be much less. In addition to all these political game plans, the Maoists philosophy of armed revolution has made the situation all the more miserable. Lawlessness, regular killings of poor low caste people, non-existence of many things education, transport, water, food, work, business transaction have become normal way of life there. Maoists are resorting to the stark poverty of the tribals for furthering their aim and on the other hand the ruling govts, taking it as law and order problem have been deploying hundreds and thousands of para military personnels to curb the terrorism. Stoic philosophy of languishing in primitive religious cults and fanning of such kind of stupefying religious rituals by state machineries or other organizations and apathy of ruling class towards development of the poor areas since independence are the principal factors behind the insurgency in various forms. Clear diagnosis and forecast by Dr. Ambedkar in Nov.1949 may be aptly quoted here to explain the crisis:
On 26th January, 1950 we are going to enter into a life of contradictions. In politics we will have equality and in secial and economic life we will have inequality… If we continue to deny it for long, we will do so only by putting our political democracy in peril. We must remove this contradiction at the earliest possible moment or else those who suffer from inequality will blow up the structure of political democracy which this Assembly has so laboriously built up.

I was mistreated in those days though I had been a brilliant student. I did not get distinction even when I scored 44 marks out of 50 in English in higher secondary exam. I have always been mistreated at my work place because I belong to Scheduled Caste and no promotion was given to me on the ground. I do still suffer there.

We did not know of your ness But what came as a shock was your statement that your Hindi literature has demand in the entire Hindi belt except the core UP where you live. How do you explain this? You are one of our earliest family members (from 1983) and closely associated with the DV movement. But after completing 3 decades we are still limping BSP is confined to UP. You are a brilliant intellectual. Now that you are back to health you must devote more time to spread the DV message-EDITOR.

Even being an academic and intellectual you are afraid of naming the oppressors but call them advantaged classes which means you are not interested in learning anything new or forgetting anything old. The upper caste rulers of india have spent the last 63 years of “Independence” doing nothing but “research” Godowns storing their research garbage are bursting. No place to keep. Yet our time passwala researchers go on doing more and more research for their private profit even as india tums into a vast intellectual desert and descended from 3rd world to the 4th world EDITOR.
