Jaipur: In a far-reaching judgment, the Rajasthan High Court held that the benefit of reservation in promotions can be availed of only once. Accordingly, it has quashed promotions given in 1996 to the officers of reserved category to the IAS and IPS. In no circumstances should the reservation in promotions exceed 28 per cent in these services, it said. A Division Bench of the court comprising the acting Chief Justice. Justice M.P. Singh, and Justice Arun Madan ruled on a batch of writ petitions moved by some officers of the Rajasthan Administrative Service (RAS) and the Rajasthan Police Service (RPS), challenging the promotions of their junior colleagues to the all-india services by extending to them the benefit of reservation. Cancelling the promotions exceeding 28 percent in both IAS and IPS, the court asked the State Govt. to determine the seniority afresh within 60 days.
