Editorial: “OBCs & the ill-fated Mandal Commission report”.
We have already expressed our fears (DV Sept. 1 1981) about the Mandal Commission report being thrown to wastepaper basket. Developments since then have confirmed this. The ruling class is in no mood even to publish the report let alone implementing it. The report was not even placed on the table of Parliament despite a specific assurance to that effect in the previous session. It is now over an year since the report was submitted to the govt. Therefore, we have every reason to suspect that this report will also meet the fate of its predecessor, Kaka Kalelkar Commission Report. This proves how powerless the OBCs are despite their vast population (over 50%). What is the use of this huge mass? Masses are asses. Who bothers about asses? Untouchables have thrown up some militancy. Dalit movement is a force but the Backward Caste movement is dead and gone. If the BC movement is today what it is, nobody is to be blamed except the BCs. All over India, BCs are being used to commit atrocities on Dalits. Despite this, Dalits have agreed to join the BC agitation for a “black day” on Jan. 26 1981. The BCs position is worse than the SCs. In population, BCs are much larger. Still they are sufferers because they have no ideology, no leadership. SCs have a leader, Dr. Ambedkar. They have an ideology, no leadership. SCs have a leader, Dr. Ambedkar. They have no ideology Ambedkarism. But BCs have none. The BCs are allowing themselves to be used by the ruling class which thrives on divide and rule. This is because BCs are allowing the Brahmins to be their brain. If the BCs are suffering today it is because they think they are Hindus.
Justice Krishna lyer mischief: The brahminical game is to support the SC/ST reservation but oppose the same to BCs. This mischievous game is evident from Justice Krishna lyer’s last judgment before his retirement on the “Railway Oppressed Employees Union” challenging the reservations in promotions. In this judgement, lyer played the typical brahminic mischief of opposing BC reservation. If the BCs want to win their battle they can do so only with the support of SCs.
Dravida Khazhagam chief, K. Veeramani of TN appeals for “Population-wise reservations in his editorial to the Modern Rationalist (Oct. 1981). He also pleads for the publication of the Mandal Report. The women’s wing of the Christian Institute for the Study of Religion and Society, led by Mrs. Jyotsna Chatterji, gives a shock to the upper caste word by its publication Devadasi Problem, first book of its kind (1981).
The Communist Party Marxist (CPM) central committee comes out with its anti-Christian diatribe by publishing (Oct. 1981) a document criticising the good work done by the Christian missionaries in the tribal areas.
V. Anaimuthu, a backward caste Vanniyar from Tiruchy, TN, announces that BCs would observe Republic Day (Jan. 16) as Black Day to protest against non-implementation of Mandal Report.
