There was an unholy seminar on reservation policy for SCs/STs on 28-8-1983 at Calcutta. It has become customary for the officials of Bureau of Public Enterprises, Commissioner for SCs/STs and Public Enterprises to organise and participate in regular
seminars / programmes on Reservation Policy for SCs/STs, to draw TA/DA and enjoy costly palatable dishes and to ultimately attribute the failure to the inadequacy of candidates against reserved vacancies. Like wise, the three-day seminar on Reservation Policy for SCs/ “Ts, concluded on 28-8-1983 at Calcutta was attended by Rastogi, Training Officer Hindustan Fertilizer Corporation, S.S Sammadar, Dy. Secretary, Bureau of Public Enterprises, Dy. Commissioner for SCs/STs, Rozaika, Research Officers of the Commission for SCs/STs, most of whom attributed the failure to the inadequacy of SCs / STs candidates against reserved vacancies with the sole intention to cover up their deliberate negligence and lapses.
There is no dearth of candidates from SC/ST in Chota nagpur tribal belt of Bihar. On the one hand, representation of SCs/ STs is chronically much below the reserved quota in all groups/grades/cadres in the services of Bokaro Steel Plant be- cause of officially deliberate negligence and lapses and on the other, candidates mostly of, upper castes have always secured employment through corrupt and and unfair means with the false and fake qualification and experience certificates. It is important to mention that though Vigilance Department of Bokaro Steel Plant has been partly successful in detection of fake and false ceritificates of qualification and experience, there are still huge number of fake and false experience and qualification · certificate- holders employed in Bokaro Steel Plant.
